Alan Fraser
Biography
Head of 21st Century Government Unit in Scottish Executive since March 2001. The Unit’s responsibilities are for e-Government issues including data sharing, the Modernising Government Fund, the promotion of quality and best practice, and for the Broadband Procurement Project.
Educated at Daniel Stewart’s College, Edinburgh, Banff Academy and the University of Aberdeen - MA(Hons) History.
Joined Scottish Office in 1973. Has held a variety of posts across the Scottish Office Departments, with secondments to a local authority and to a Home Office-led Inquiry, and including Private Secretary to the Minister of State (1979-81), Head of Industrial Policy and Technology Division (1988-91), Principal Private Secretary to the Secretary of State (1991-93) and Head of Enterprise and Tourism Division (1993-99).
Non Executive Director, Optima Enclosures Ltd., (1989-91)
The greater part of his career to date has been spent in the economic development area.
